Water Resources Management Plan

This plan sets out how we’ll create a resilient water future for customers in the South East and keep taps flowing during droughts.

background

Plan overview

Our Water Resources Management Plan (WRMP), published every five years, forecasts how much water we’ll need in the future and proposes a mix of options to make sure we have enough. We’re currently revising our draft plan for the next 50 years.

Our first consultation on our draft Water Resources Management Plan closed on 20th February 2023. We issued our Statement of Response in the summer of 2023, and our regulator asked for some revisions to be made to the plan.

We are consulting on our draft Water Resource Management Plan (WRMP 2024) from 11 September to 4 December 2024. Read our latest consultation summary below which has all the information on how we will continue to provide high-quality, reliable water supplies, protect the environment and sustain our growing economy for our 2.6 million customers.

Our draft WRMP 2024 consultation

It's really important we hear from our customers and stakeholders. We want to know what you think of our ambitious leakage targets, our water savings ideas, and our large and small options to increase supply. It will help us shape our final WRMP24.

Once the consultation ends, we will publish a Statement of Response to address all the issues raised during consultation and amend our plan if necessary. We will then submit our final WRMP24 to the Secretary of State for Defra for approval and publish it once approved.

We consulted on draft WRMP24 between November 2022 and February 2023. Since the draft WRMP24 consultation, dates for completing some key schemes have been revised. These are as follows:

  • The Havant Thicket Reservoir in Hampshire will now be completed in 2031 instead of 2029.
  • The Hampshire Water Transfer and Water Recycling Project (HWTWRP) will be completed in 2034 instead of 2030.
  • The Sandown water recycling project on the Isle of Wight will be completed in 2030 instead of 2027.
  • The Littlehampton water recycling project in Sussex will be completed in 2030 instead of 2027.

In order to mitigate the impact of these delays and ensure that we are able to maintain sufficient supplies under drought conditions, we have made a number of changes in our revised draft WRMP24. These include:

  • Promoting greater savings in water used in homes and businesses.
  • Delivering two groundwater schemes in Hampshire and one groundwater scheme in Sussex by 2030.
  • Increasing the bulk import from SES Water into Sussex.
  • Importing water from Norway via sea tankers to provide additional resilience between 2031 and 2034 (when the
  • Hampshire Water Transfer Project is completed).

Statement of Response and associated annexes

We consulted on our draft plans, which look out to 2075, between 14 November 2022 and 20 February 2023. We had over 500 responses and issued our Statement of Response (SoR) in August which addressed them. One of the main issues raised in the responses to our consultation was our proposed Hampshire Water Transfer and Water Recycling Project (HWTWRP). In combination with Portsmouth Water, we have produced an annex addressing the specific issues raised.

In response to a request raised from a consultee during the draft Water Resource Management Plan 2024 (dWRMP) consultation, we have produced a short Addendum that collates and sets out data which is relevant to the Western Area and Water for Life – Hampshire Programme.

The collation of the data in this Addendum is intended to help readers better understand the information that has been provided in our draft plan, particularly in relation to abstraction during drought periods, on the Rivers Itchen and Test.

We worked with Water Resources South East (WRSE) – an alliance of the six water companies serving the South East – to develop a region-wide plan for water resources. The draft regional plan is reflected in our draft WRMP.
